Job Summary Under the general direction of the Financial & Administrative Officer, coordinate and perform electronic transactions, paperwork, and data tracking related to human resources and employee reimbursement functions for the College of Nursing (CON) to ensure timely movement from offer through onboarding. Assists with strategic budget development and constructs and develops complex and aggregated human resources reports highlighting historical data trends and forecasting within the college for a total budget of $11 million. Budgeting • Compiles the payroll projection and position management function for CON's approximate $8.5M payroll budget. Supervises non-exempt staff who assist with this function including maintaining the tracking database, monitoring personnel actions and providing reliable and precise payroll data for use in internal and external financial reports used in long-range planning decisions. Ensures personnel actions and payroll budgets are up-to-date and accurate. Analyzes and reconciles college payroll information for faculty, staff and graduate assistants between PeopleSoft HR and finance systems. Composes routine personnel memos on behalf of the Financial & Administrative Officer and Dean. HR Operations • Serves as point of contact for program directors, faculty and staff to answer questions and research inquiries. Serves as a guide and mentor to HR staff. Interprets university and college HR policies for department chairs, faculty, and staff. Refers specific problems to Financial & Administrative Officer when clarification needed. Provides guidance to supervisors and makes appropriate referrals. • Reviewing (and preparing) documents and tracking approvals for human resources tasks, including personnel requisitions, appointments, re-appointments, funding changes, and off-cycle reviews of position descriptions. Tracks and prepares reports. Reviews submissions for accuracy and makes corrections or gathers more information as necessary. Monitors personnel actions in accordance with established campus policies, procedures, and guidelines as well as those established by CON. • Works with the Grants and Contracts Coordinators to track and process personnel actions for grants, fellowships, and research leaves • monitors ensuring the accuracy of spending and deadlines dates. • Maintains current knowledge and understanding of regulations, current practice, new developments and applicable laws regarding human resources. • Prepares documentation and maintains communications related to leaves of absence and FMLA/Worker’s compensation related events in close communication with the Financial & Administrative Officer • Arranges for temporary coverage for staff/faculty as needed • Ensures that CON personnel tracking files are accurately and timely recorded, filed, and organized. • Performs timely assignment, response, and update of ticketed inquiries and requests Search • Works closely with hiring managers to draft position descriptions/requisitions and advertisements for positions to be posted and follows approvals through final approval. • Creates target advertising list with managers, seeks quotes and approvals and follows through ad placement, requisition, and payment. • Collaborates with other colleges and departments regarding joint appointments. • Reviews search documentation and ensures compliance with University employment processes. Compliance • Ensures that faculty files demonstrate that faculty meet the criteria set forth in Massachusetts 244 CMR 6.04(2) and subsequent guidance as well as those criteria set by the University and the CON. • Assists with and ensures the tracking and timely reimbursement of employee travel and expense reports and serves as University Credit Card document manager for the CON. Other Functions • Develops and oversees trainings for CON faculty and staff. Training programs will be facilitated by CON Personnel and Finance support staff. • Acts on behalf of the Financial & Administrative Officer as needed. • Performs related duties as assigned or required to meet Department, Executive Area/Division, and University goals and objectives. • Understands responsibilities with respect to conflicts of interest and behaves in ways consistent both with the law and with University policy. • Contributes toward creating a positive and respectful workplace defined by personal and professional competence, integrity, and collaboration. • Understands and contributes to the implementation of departmental and institutional goals for achieving non-discrimination and creating a respectful, inclusive environment that is supportive of diversity. • Uses access to sensitive and/or not yet public university related information only in the performance of the responsibilities of position and exercises care to prevent unnecessary disclosure to others. • Provides regular updates to the personnel metrics for the college Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure) • 3 years of office work experience to include administrative support for human resources and/or budgeting functions • Working knowledge of mathematics. • Experience in the development and presentation of reports, with advanced experience in Word and Excel as well as MS Access. Excellent computer skills. • Ability to manage multiple projects simultaneously and successfully within provided deadlines. • High degree of independent action, judgment, and initiative. • Excellent interpersonal, organizational and communication skills. • Ability to foster harmonious working relationships with a diverse population. • Attention to detail with decision-making skills.
