THIS IS AN INTERNAL POSITION – ONLY CURRENT SCDHEC EMPLOYEES ARE ELIGIBLE TO APPLY. Assist in the implementation of the onsite wastewater program, in accordance with Regulation 61-56, Onsite Wastewater Systems. Conduct comprehensive evaluations of soils for issuing onsite
wastewater (OSWW) permits. Design and permit suitable sites according to state regulations and policies. Inspect installed OSWW systems to ensure compliance with state regulations. Inspect installed private wells for compliance with state laws and regulations. Investigate complaints, determine validity, make recommendations for corrective actions, and take appropriate enforcement action as determined by state laws, regulations, and agency policies for the Onsite Wastewater Program and other Environmental Affairs (EA) program areas. Prepare reports/referrals of a professional and technical nature for enforcement activities and recommend action for violations. Provide consultation to the regulated community andgeneral public on state laws, regulations, and standards. Position may be required to assist in various general sanitation programs and will participate in disaster/emergency preparedness activities as outlined in the region and agency policies. Meet commitments of the Rabies prevention program by investigating all incidents/bite reports as assigned to determine compliance with State law and agency standards.A high school diploma and experience in environmental health programs or radiological health. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience. ADDITIONAL REQUIREMENTS: Excellent organizational and communication skills; make presentations in a group setting; communicate clearly and concisely in both oral and written manner; work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials; work independently in a field environment; work in all reasonable weather conditions; access non-traditional work environments; climb ladders, stoop, lift and carry up to 50 pounds; swim and work comfortably in a boat on open water and in rough weather conditions; walk on narrow catwalks that require a sense of balance; make visual observations of facilities, samples, plans, specifications, reports, etc.; visually differentiate between various shades of color; conduct field tests, using delicate instruments and chemicals, which require steady hands; able to operate manual soil auger to a depth of three to six feet; and wear the required safety equipment as needed, to include but not limited to, safety glasses, lab coats, and nitrile or latex gloves. Must maintain a professional appearance. Must possess a valid driver's license and a good driving record. Occasional overnight travel may be required. This position requires the successful completion of prescribed technical coursework and passing any test relevant to the position within the probationary period or trial period. This position may require participation as a member of the Emergency Response Team, overseeing environmental clean-up, which requires 24 hour on call and response on a rotating basis. Performs other duties as required.A bachelor's degree in the natural or physical sciences or related technical field; or an associate degree in the natural or physical sciences or related technical field and three years of environmental experience; or high school diploma and five years of environmental experience. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation. If selected for this position, you will be required to provide an official college transcript providing your educational background and degree status. Experience and knowledge in the onsite wastewater program.
