Position Information Job Title Manager, Accounting (Re-advertised) Job Description #RPM The individual in this full-time position is responsible for recruiting, training and mentoring employees in the General Ledger area of the Business Office for both the college and its
related entities. Job duties include managing cash and investments, research and ensure compliance with financial reporting requirements; interpret and implement college, state, local and federal policies and procedures pertaining to all areas of responsibility; troubleshoot software problems; maintain documented procedures for cash management; design and conduct college-wide training workshops; conduct routine internal audits. S/he will also be required to help implement any changes to the general ledger module. Individual must be capable of making independent decisions relevant to job assignments, including applying skills and knowledge to unusual circumstances with little direct supervision. Individual must exercise good judgment in identifying decisions to be referred for director or VP approval. Duties/Functions •Recruit, train and mentor new employees in the Business Office. • Manage general ledger, projects accounting, and financial reporting. • Manage cash management activities including investments. • Manage recording of all financial transactions to ensure a proper audit trail and integrity of general ledger. • Supervise reconciliation and reporting of state budget, expenditures and revenues. • Develop and maintain written procedures that utilize technology effectively, provide appropriate audit trails, and streamline processes. • Troubleshoot programming problems. Coordinate efforts between Business Office, ITS and NCCCS to resolve errors and recommend solutions to problems. • Coordinate year-end spending activities to help maximize available cash/budgets. • Supervise implementation of changes in financial reporting requirements. • Prepare various account analyses and summaries as assigned. • Serve as resource for all college faculty and staff. • Monitor and follow up the results of delegated assignments or projects. • Demonstrate and model the College ' s employability skills: adaptability, communication, information processing, problem solving, responsibility and teamwork. • Perform other duties as assigned by supervisor. Education Preferred •CPA or similar certification Experience Required •Seven years of progressively responsible professional experience in accounting and financial operations, including at least three years of direct supervisory experience required. • Expert use of Excel and Word required. Experience Preferred •Experience in fund accounting preferred. • NC Community College experience preferred. • Proficient use of Colleague, query tools, Access and Monarch preferred. KSA Required •Ability to apply accounting principles and practices in both a manual and automated accounting environment. Knowledge of generally accepted accounting practices; laws and regulations related to accounting practices, procedures and standards; common interpretation of legislative language; the impact of court action on the practical implementation of legislation and regulations; contract terminology; standard English usage and grammar. • Ability to display initiative and resourcefulness in solving problems and updating skills/knowledge. Must possess strong logic, be able to employ critical thinking to be able to identify specific issues in a broader context, and evaluate and summarize the importance of the information. Exhibit analytical and problem solving ability. • Ability to interpret and apply Federal, State and Local fiscal regulations. Ability to analyze complex information, draw logical conclusions, and make sound recommendations; read and understand contractual language; to understand and apply a wide range of federal, state and local laws and regulations related to governmental fiscal operations. • Ability to establish and maintain effective and cooperative working relationships with management and staff, other departments, and other government agencies representing the department with diplomacy and tact; • Ability to prepare interpretive and analytical accounting reports. • Ability to analyze and correct accounting problems and bookkeeping errors. • Ability to effectively manage multiple tasks and supervise other staff. Ability to multitask and prioritize diverse tasks; delegate tasks and direct the work of others; apply time-management concepts and techniques. • Ability to administer GTCC policy as it applies to the areas of assignment. • Ability to maintain job effectiveness and professionalism under stress while adhering to strict deadlines. • Proficiency in use of computers for spreadsheets, word processing and internet research. • Ability to communicate effectively both orally and in writing. Ability to write in a clear, concise manner, using appropriate grammar and vocabulary in writing reports and memos. • Ability to effectively recruit, train and mentor staff under his/her supervision. Ability to effectively write and conduct timely performance appraisals. • Ability to maintain a positive, assertive, confident, and professional demeanor. • Ability to use independent, mature judgment in responding to unusual situations, resolving conflict and identifying situations and recommended solutions to be referred to the director. • Research, assess, and recommend changes in procedure or technology to advance the Business Office in all areas. • Proficiency in the use of a ten-key calculator and other standard office equipment. • Ability to maintain confidentiality and a clear record of financial transactions and financial reports in order to document a clear, organized audit trail. • Willingness to exhibit high levels of commitment and dedication. • Ability to effectively manage multiple projects at the same time. • Ability to perform a volume of numerically detailed work with speed and accuracy. KSA Preferred Department/Job Specific Requirements •Coordinate reporting to external agencies; i.e. NCCCS, NCDOR, OSC, OSA. • Conduct various internal audits. • Attend training on Anti-Harassment, Family Education Rights and Privacy Act (FERPA), Personal Information Protection (PIP), Reporting Requirements, and Ethics Law in North Carolina. • Serve on committees and work teams as assigned. • Prepare and conduct college-wide training workshops. Also provide training internal to the Business Office. • Acceptable background and credit check. • Travel as needed. • Performs other duties as assigned which includes assisting with peak registration activities and support for other areas of Business Office as needed. • Overtime, evening and weekend hours may be required when necessary to meet deadlines. • Perform all duties assigned by supervisor.
