Responsibilities As a Public Affairs Specialist, GS-1035-11, you will coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities. Research, draft, coordinate, produce, and review public affairs products such as, web-based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials. Maintain effective working relationships with officials of various senior wing leadership, civic, news media, community groups Department of Defense personnel, as well as local, state and national government officials, and the general public. Manage audio visual equipment for section. Create new, adapt, or modify accepted communication campaign formats to reach a target audience with a specific message. Performs other duties as assigned. Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. Area Of Consideration Bargaining Position Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air). Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4: Qualified, current members of the Pennsylvania National Guard. (Army and/or Air). Category 5: Individuals who are currently serving in another branch of service willing to become members of the Pennsylvania National Guard. Category 6: Individuals who are willing to join the Pennsylvania National Guard who are NOT currently serving in another branch of service. INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of and ability to apply written and oral communication principals, practices, techniques and methods. • Knowledge of interpersonal relations practices and the ability to apply statistical methods to the analysis of program data. • Ability to apply research skills to locate archived subject specific print and broadcast media materials and utilize these as historical background material for developing current articles on the same subject or issue. • Knowledge of applying general and specialized statistical methods to the analysis of communication campaign surveys to assess communication campaign effectiveness in reaching the desired target audience. • Skill in utilizing personal judgment and knowledge of wing level ANG programs and their issues to determine if controversial information should be released for internal/external public use. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
