SUMMARY The State Government Relations Representative is responsible for the development of written and verbal communication tools to convey the Company’s legislative concerns and priorities to elected officials. Additionally, the State GR Manager’s key function includes drafting, implementing and maintaining State Government Relations plans to help achieve strategic goals. The manager acts as a liaison between the legislative entities and the organization, is responsible for the tracking and analyses of legislative initiatives with a main focus on power producing industry issues. Provides top management with regular reports on potential opportunities and documents legislation affecting company business and policies. Additionally, this role will include the assistance in development of responses, in conjunction with other key MPSA staff, to support Company initiatives that are reforming deliverables and models in both private and public sector. This role will serve under the Director of Government Relations and work closely with all internal business leaders, including Key Account Managers. ESSENTIAL DUTIES & RESPONSIBILITIES • Provide political and timely intelligence to the GR team and provide key recommendations for the business. • Provide political and governmental expertise to assigned area. Assist with Governmental Relations programs, including key contacts, PAC and grass roots efforts. • Maintain high level of knowledge on local, state and federal governmental political climate. Effectively respond to customer issues referred by elected representatives. • Assist in the development and implementation of a plan to build a strong political network for the company in the United States where the company conducts business activities. This includes building relationships with our locations and the state representatives who represent those locations, state regulatory agencies and our trade associations. • Provide support for the identification, analysis, lobbying strategies and grassroots coalition building with our industry partners and associations on priority state legislative and/or regulatory initiatives. • Representing and actively participating in outside business associations and organizations to communicate the Company’s position/priorities. • Collaborating with customer and other external interest groups represented in legislative arenas to develop positive relationships. • This position will require frequent travel (up to 60%) across the United States. OTHER DUTIES AND RESPONSIBILITIES • Monitor activities of industry associations and groups, and attend meetings and conferences as needed. • Perform other related services and tasks as may be requested by the Manager of Government Relations • Facilitate information and discussion between MPSA representatives and local and state public officials and citizens through public forums, neighborhood meetings and publicly advertised official municipal meetings • Ability to efficiently and effectively manage multiple tasks and associated priority levels. • Exhibits meticulous attention to detail while being committed to producing accurate and high-quality deliverables. • Ability to work independently or part of a team and retain flexibility while maintaining composure under pressure. • Knowledge of state and federal ethics and election laws KNOWLEDGE, SKILLS & EDUCATION To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Education and/or Experience: Bachelor's degree (BS) in Political Science or related field from four-year college or university; and five (5) to seven (7) years demonstrated experience in government relations including a robust network of contacts within state and federal legislatures. Must have the demonstrated ability to build cohesive and collaborative working relationships with a variety of individuals across various organizational levels. An essential skill is the ability to design, develop and effectively present comprehensive written and verbal briefings and reports to senior management that clearly outline potential impacts and suggested next steps. Energy Sector or Power Generation related exp. Preferred. • Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Computer Skills: Knowledge of computer-aided design, database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc. Must be proficient with Microsoft Office Outlook, Word, and PowerPoint.
