Position Overview • These terms, conditions, and notices (the Terms) govern Job Seeker, visitor, and certain Customer(s), access to and use of Governmentjobs.com, Inc. (dba NEOGOV and referred herein as Company) products, services, and websites under Company control, whether partial or otherwise, and of which are
owned and operated by Company (including, without limitation, neogov.com, governmentjobs.com, websites with a governmentjobs.com resource domain, Career Pages, and the website(s) from which these Terms were accessed from) (collectively referred to as the Services). These terms include the Governmentjobs.com Privacy Policy, which is incorporated into these Terms by reference. These Terms, the Governmentjobs.com Privacy Policy, and such other Company policies that may be amended from time to time, shall collectively be referred to as the Agreement. Any and all rights not expressly granted in this Agreement are reserved by Company. The Property Management Specialist provides real estate and property management functions by leasing, selling and managing county properties. Position Qualifications Minimum education and/or experience:Bachelor's degree in Real Estate, Business or Public Administration or a closely related field and three (3) years ofexperience in real estate and/or property management. An equivalent combination of post-secondary education and/orjob-related experience may substitute for theminimum qualifications on a year for year basis.Knowledge, skills, and abilities:Knowledge of:Applicable real estate and property laws, rules, regulations, ordinances, codes, and other operational guidelines.Land rights and right of way uses.Contract, records and land management principles.Skill in:Reading and analyzing title history and encumbrances.Managing and marketing real property including residential and commercial properties and disposing of land right interests.Reading, analyzing, and interpreting technical and legal documents, including code compliance and environmental regulations.Assessing and prioritizing multiple tasks, projects and demands.Operating a personal computer utilizing a variety of business software including Microsoft Word, Excel Spreadsheet and Outlook.Effective communication, both verbal and written.Ability to:Work on a project team, and individually per project requirements.Self-direct on multiple assignments.Preferred education and/or experience:Experience in multi-location land management with government land rights experience. Experience with government property management.Preferred training, certifications and/or other special requirements:Intermediate experience or training in Microsoft Excel, Outlook and Word. Senior Right of Way (SR/WA) designation from the International Right of Way Association. Arizona Real Estate License.Working conditions:Must be able to work in a normal, indoor office environment and must be able to work outdoor in a public works project environment. Must have manual dexterity of hands and body to operate: office equipment, motor vehicles, and hiking/walking in varied terrain outdoors. Must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public. Must constantly maintain concentration, accuracy, ethical behavior and a professional demeanor. Must be able to file and lift/carry/push and/or pull 25 pounds. A Customer is defined an organization, government, state or provincial government, city, county, government agency, municipality, federal government, K-12, special district, law enforcement, college, university, academy, or institute of technology, of which is located in the United States and utilizes Company Services to post job opportunities, search for, recruit, evaluate and select Job Seekers. A Job Seeker is a natural person who accesses, uses, or creates an account on a Company controlled Service to search for and apply to jobs advertised by Customers. • Applicable real estate and property laws, rules, regulations, ordinances, codes, and other operational guidelines. • Land rights and right of way uses. • Contract, records and land management principles. Skill in: • Reading and analyzing title history and encumbrances. • Managing and marketing real property including residential and commercial properties and disposing of land right interests. • Reading, analyzing, and interpreting technical and legal documents, including code compliance and environmental regulations. • If you will be using the Services on behalf of a Customer, you agree to these Terms on behalf of that organization and you represent that you have the authority to do so. In such case, you and your will refer to that organization. Where these Terms conflict with either pre-existing additional terms of which were mutually and explicitly agreed to between Company and you (collectively referred to as the Parties), or where the Parties explicitly agreed otherwise, those additional terms shall control to the extent of the conflict. • Assessing and prioritizing multiple tasks, projects and demands. • Operating a personal computer utilizing a variety of business software including Microsoft Word, Excel Spreadsheet and Outlook. • Effective communication, both verbal and written. Ability to: • Work on a project team, and individually per project requirements. • Self-direct on multiple assignments. • If you do not agree to all of terms and conditions set forth in this Agreement, you may not use the Services. You indicate your agreement to this Agreement by clicking or tapping on a button indicating your acceptance of these Terms, by executing a document that references them, or by using the Services; therefore, this Agreement is a legally binding contract between you and Company (also referred to as we, or us). Also, by agreeing to this Agreement you waive, to the extent permitted under applicable law, any rights or legal requirements that require an original (non-electronic) signature or the delivery or retention of non-electronic records in order for a contract to be legally binding. Preferred education and/or experience: Preferred training, certifications and/or other special requirements: • Company reserves the right to modify this Agreement at any time, at its sole discretion, by posting an updated version to this web page. If you are a Customer with a subscription, changes to this Agreement shall be effective upon renewal of your subscription. If you are a Job Seeker, changes to this Agreement are effective immediately. You will be notified if there is a material change (as determined in the sole discretion of Company) to this Agreement. Working conditions: • For further information relating to the legal issues contained in these Terms or problem reports regarding this service, please contact using the following: If you are a Job Seeker, please contact: ...@GovernmentJobs.com If you are a Customer (an organization), please contact: ...@GovernmentJobs.com Essential Job Tasks • Oversees real property management projects, including acquisition, tracking, accounting and disposal of property and right of way according to county policies and regulations. • Creates legal documents, right of way documents, easements, licenses, leases, notices, correspondence, advertising and reports. • Coordinates with in-house staff on surveys, legal descriptions, map reviews, parcel descriptions, easements, right of way and intergovernmental agreements. • All marks contained herein, including but not limited to organization logos, trademarks, and related intellectual property of which are implemented into the Services by you, are the property of their respective owners. Company does not claim ownership of any Customer marks or property. • Assists in lease rental negotiations, lease compliance, and code enforcement. • Coordinates property maintenance with internal personnel and private contractors to do work on county controlled property. • Prepares itemized reports on revenues, expenditures, budgets and fund allocation; develops and monitors budgets and contracts. • Except as otherwise expressly set forth herein, Company is the owner of all intellectual property rights (including copyrights) in the Services, including but not limited to designs, text, graphics, images, video, information, logos, button icons, software, and audio files (collectively, Company Content). Material published by Company may contain other proprietary notices or describe products, services, processes, or technologies owned by Company or third parties. Nothing in these Terms shall be construed as granting to you a license to Company Content under any copyright, trademark, patent, or other intellectual property right except as expressly set forth herein. • Investigates, negotiates, and mitigates trespass situations. • Responds to questions, complaints, and concerns from the general public and public agencies within scope of authority. • Assists in opening and closing escrow accounts. • Attends public meetings, conferences, and presentations on issues relating to infrastructure projects and publicly owned lands. • Manages tenant maintenance on and repairs on residential property in compliance with Arizona Landlord Tenant Act. • Performs other duties as assigned or required. The hiring authority will select the successful candidate based on departmental needs.All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation. You may not develop or derive for commercial sale any data in machine-readable or other form that incorporates or uses any substantial part of the Services. • You must be 13 years of age or older to visit or use the Services in any manner. If under the age of 18 or the age of majority as that is defined in your jurisdiction, you must use any Services under the supervision of a parent, legal guardian, or other responsible adult. • As one of the conditions of your use of the Services, you represent, warrant, and agree that you will not use (or plan, encourage, or help others to use) the Services for any purpose or in any manner that is prohibited by this Agreement or applicable law. It is your responsibility to ensure that your access and use of the Services complies with these Terms and to seek prior written permission from Company for any uses not permitted or not expressly specified herein. • You shall be solely responsible for the accuracy and completeness of all records, data, and information provided, submitted, or uploaded by you in connection with this Agreement or use of the Services
