Division Information: The Financial Services Division is the business manager for the Department of Environmental Quality (DEQ) and is tasked with the responsibility for overseeing budget management, federal grant management, service contracts, commodity and service purchasing, building construction, acquisition/disposition of real property and risk management, account functions, as well as an array of general administrative services. The primary objective for the Financial Services Division (FSD) is the timely processing of divisional requirements in compliance with general statues, the Office of State Controller, and accepted policies and procedures. The division is currently comprised of three main units: Accounting, Budgeting, and Procurement & Facilities. The CFO has four direct reports, three who lead the above listed functional areas and one Accounting Clerk. FSD is comprised of 31 positions overall. Position Information: This position coordinates all state and federal grant, NCAS general ledger, and CMCS cash management flows in the Financial Services Division. This position reports to the Controller and supervises the federal grants accountants. This position reviews the flow of federal funds through the various grants administered by the agency, approves all federal funds transactions, oversees the updating of compliance supplements annually, and reviews and submits the quarterly and annual Federal Financial Reports completed by the division fiscal staff. This position consolidates month end reconciliation and reporting across all fund sources and budget codes by verifying the accuracy of the NCAS and CMCS financial data, including payroll expenses, purchased services, and other expenses and transfers, along with the subledger data in accounts receivable, loans receivable, fixed assets and inventory. The month end reconciliation and Federal Funds Reporting tasks includes working with division staff to ensure that payroll expenses are allocated accurately to federal grants according to employee timekeeping records. This position assists with yearend reporting, prepares relevant portions of the annual Comprehensive Annual Financial Report (CAFR) package, completes the annual Schedule of Expenditures of Federal Awards (SEFA), and assists with the annual audit and audit requests as needed. This position validates billing and accounts receivable for invoices issued to outside entities and other state agencies, works with DEQ division fiscal staff to coordinate internal billings and transfers between divisions and budget codes, and completes the required quarterly and annual accounts receivable reporting. This position reviews the cash flows in receipts funded areas for accuracy, including deposits, certifications, requisitions, receipts and disbursements, to ensure that receipts supported areas are sufficiently funded for operations and that all receipts due are recorded and collected appropriately. This position maintains the policies and procedures associated with these responsibility areas, and coordinates with other Financial Services and division fiscal staff to ensure that policies stay updated. This position provides financial and policy training and guidance to all DEQ division staff. The work schedule for this position is Monday - Friday, 8 a.m. - 5 p.m. and may require working beyond normal work schedule to meet the business need. Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years of accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements; or equivalent combination of education and experience.
