Minimum Qualifications: Bachelor's Degree in business or public administration, accounting, finance, or a related field required (Master's Degree is preferred); supplemented by six years of progressively responsible supervisory
experience overseeing governmental treasury or cash management operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Certification as a Certified Treasury Professional (CTP) is preferred. EXAMINATION: The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Additional information will not be accepted after applications are received by the Department of Human Resources Management.Purpose of Classification: The purpose of this classification is to administer oversight of cash operations throughout all Fulton County Departments in order to apply Treasury best practices in the revenue collection to ensure all revenues collected are recorded properly and deposited into the County coffers. Responsibilities include evaluating County programs to develop, manage, and implement controls and procedures surrounding Departmental Cash Operations and implementing technical solutions to streamline and replace manual processes where feasible. Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Manages County departments in applying Treasury best practice principles to develop secure and efficient cash operations throughout all of Fulton County; evaluates financial internal controls and identifies areas of opportunities to strengthen controls through daily reconciliation to control documents, separation of duties in cash processing, use of third party lockboxes where feasible, implementation of cash registers in all cashiering stations, implementation of credit/debit card services, use of armored car services for transport of cash bags, financial system upgrades, and other automation initiatives to eliminate manual processes. Directly supervises, directs, and evaluates assigned mid-management staff and manage remaining divisional staff through subordinate supervisors; makes hiring or termination recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; reviews time cards for accuracy, allocation of leave taken and approval; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and interprets, trains staff in, and enforces operations, policies, and procedures. Serves as project manager in directing the development of departmental project plans for implementation of recommended process improvements; manages projects throughout completion, and provide project reporting to management and key stakeholders; and conducts special projects and research for Finance Treasury, Account Receivables, and Business License Units. Assists departments in evaluating and revising standard operating procedures governing cash operations; ensures the establishment, review, and ongoing modification of policies and procedures for countywide cash operations appropriate to treasury best practices as well as to general policies of the county; and conducts countywide training classes for cash receipting, merchant processing, and PCI compliance requirements. Provides oversight of compliance and auditing of Business Occupational Taxes, Hotel/Motel Taxes, and Alcohol Excise Taxes; performs unannounced cash drawer audits for all County Departments with petty cash drawers; administer PCI Data Security Standards (PCI DSS) for all departments who accept credit cards; and submits annual PCI reporting to Merchant Processor as required by exchanges.
