Reporting to the DPH General Counsel, the Associate General Counsel provides legal analysis and recommendations on a full range of issues related to state government contracting. • Advises and assists personnel of Office of Procurement and Contracts to negotiate and develop clear, fair and legally sufficient contracts and bid documents. • Advises DPH personnel and represents DPH in connection with difficulties or disputes involving contracts. • Assures legal and regulatory compliance in grant and contract execution. • Identifies and analyzes potential risks in contracts and proposes alternative options to mitigate risks. • Researches and analyzes legal issues affecting DPH and its programs, especially regarding procurement and contracting, and makes recommendations to senior leadership. • Maintains current knowledge of federal and state statutes and regulations. • Develops, oversees, and implements administrative processes designed to maintain and monitor the legal compliance of departmental activities. • Develops contract drafting manuals, revisions, policies, and training materials. • Leads training for DPH personnel regarding procurement and contracting. • Provides legal services such as writing articles and drafting new or amended legislation or regulations. • Participates in the preparation and coordination of cases prior to and during court trials and administrative hearings. • Consults and works closely with DPH General Counsel as required.
