• Duties Summary We are seeking a highly qualified and motivated individual to serve as a Criminal Investigator and be a proactive member of our team. The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978. Responsibilities At the full performance level, the incumbent will be responsible for conducting and reporting upon investigations of suspected criminal violations affecting the programs, operations and employees of the GSA consistent with the Inspector General Act of 1978. As a Criminal Investigator, at the full performance level, the incumbent performs the following responsibilities: • Plans, coordinates and conducts complex investigations into criminal and civil violations of law and administrative matters relating to GSA programs, operations and employees. • Performs investigative activities such as interviewing witnesses and subjects of investigation; executing search warrants, serving judicial process such as subpoenas and summons; conducting surveillance; and obtaining and preserving evidence. • Presents investigative results orally and establishes and maintains liaison with investigative and legal personnel in the other Offices of Inspectors General, U.S. Attorneys, Federal Bureau of Investigation and federal, state and local law enforcement agencies. • Prepares written reports of investigative activities and final reports of investigation pursuant to OIG guidelines. • Plans and conducts surveillance and makes arrests. • Testifies in court proceedings. Travel Required 50% or less - The position requires frequent travel. Selected applicant must be able to acquire and maintain a government-issued travel charge card. There is a maximum entry age of the day before your 37th birthday (except for veterans preference eligibles) for entry into law enforcement office positions. This position is covered by the special retirement provisions for Federal Law Enforcement Officers [5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d)] and have a mandatory retirement age of 57. If you are over age 37, you must have been or currently be covered by the special retirement provisions and be able to complete at least 20 years of covered service by age 57. Per the Lautenberg Amendment, any person who has been convicted of misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Will be required to undergo a pre-employment examination and meet the physical requirements for this position. The duties require moderate to arduous physical exertion. Manual dexterity of fingers, wrists, elbows, shoulders, hips and knees is required. Arms, hands, legs and feet must be sufficiently functioning in order to perform the duties satisfactorily. Good vision and hearing are required. Selectee must possess emotional and mental stability. Any physical condition that would cause the selectee to be a hazard to him/herself, or others is disqualifying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: Merit Promotion candidates must meet time-in-grade restrictions. This position is a critical-sensitive national security position. The person selected for this vacancy will be required to undergo a single scope background investigation and the GSA security office must grant you a Top Secret national security clearance. If you are not a GSA/OIG employee, you must pass a preliminary background clearance before we can hire you. Once hired, you must receive and maintain a Top Secret clearance, while employed in this position. Specialized Experience For the GS-13: To qualify for the GS-13, an applicant must have one year of specialized experience at the GS-12 levelthat includes work similar to conducting complex procurement fraud investigations; bribery investigations; internal misconduct investigations; criminal conflicts of interest; complex fraud schemes; undercover operations, overt/covert surveillances; waste, fraud and abuse cases in agency programs and operations; AND Making arrests and participating in raids; AND developing and using informants. There is no educational qualification requirement for this grade level. To qualify for the GS-12, an applicant must have one year of specialized experience at the GS-11 level that includes work as either a Criminal Investigator or similar completing various aspects of a criminal investigation involving criminal, civil, or administrative priorities; planning and conducting investigative activities with both internal and external factors; developing factual information and supportable data and materials; and, collecting and confirming source information; having contacts with other law enforcement agencies and officials; written communication skills are a must at this grade level. Applicants must be qualified and equipped in conducting criminal investigations and participating as a member of a team within such an environment. There is no educational qualification requirement for this grade level. Specialized experience must be met.
