This announcement is also being advertised under DEU as announcement DOE-BPA-17-13218-DE Learn more about this agency Responsibilities As a LINE EQUIPMENT OPERATOR you will : • Operate line trucks equipped with: a hydraulic boom, outriggers, winches, and other hydraulically or mechanically operated attachments, snowcats, and insulator washers; aerial platforms, and buckets for performing line work, pruning trees, and other aerial work; spray equipment; incidental earth moving or material handling attachments; and trucks and trailers for hauling poles, tractors, and other line equipment materials. • Use stringing equipment; right-of-way and line maintenance equipment including bulldozer, grader, or backhoe equipment; crawler tractors with blade and winch, tractors with hole diggers, hydraulic booms; wheel tractors with loader-backhoe or brush cutting attachments;and use diesel and gas combination trucks with GVW above 26,000 pounds. Performs the duties of Groundman, when not operating equipment. Travel Required 50% or less - Occassional Travel may be required up to 50% of the time. Become familiar with and follow the safety practices of the BPA Accident Prevention Manual. • Possess valid First Aid Card, CPR Card, and a restricted electrical worker's permit or obtain within 30 days after appointment. • Must possess valid Class A commercial driver's license (CDL) with air brake endorsement. Depending on district requirements, obtain all endorsements/restrictions (i.e., tankers, hazardous material, double trailer) that are required to operate TLM equipment from state of residence, within 120 days after requirement is established. • Posses a valid, current Department of Transportation (DOT) Physical Card. Traffic citations indicating poor driving habits may disqualify applicants. • Subject to call for emergency work at any time. • Obtain certification on the equipment associated with line maintenance. • Operate motor vehicles normally used in line maintenance and construction. • Obtain certification as a flag person. • Apply restricted use pesticides, and, at the discretion of the Manager, may be required to obtain a pesticide applicators' permit. The Administration shall provide the necessary training for such a permit. Element 1: ABILITY TO PERFORM THE WORK OF A LINE EQUIPMENT OPERATOR WITHOUT MORE THAN NORMAL SUPERVISION. (SCREEN-OUT ELEMENT. Failure to meet this requirement will result in an ineligible rating.) Element 2: Knowledge of electrical equipment related to line equipment operator work. Element 3: Theory and Instruments (Electrical, Electronic) Used in Shop and Trade Practices. Element 4: Technical Practices (Theorectical, Precise, Artistic). Element 5: Ability to use and maintain hand tools (Electrical Work). Element 6: Troubleshooting. NOTE: Applicants must possess a valid commercial driver's license (CDL) with all endorsements that are required to operate U.S government owned and leased vehicles and equipment. If selected, you will be required to provide a copy of your non-employment driving abstract dated within the last 90 days, and covering the previous 36 months. ESSENTIAL FUNCTIONS: (Those duties encompassed in a job, which are indispensable and comprise the gist or substance of the job): Operates line maintenance trucks equipped with hydraulically or mechanically operated attachments, snowcats, and insulator washers; Operates trucks equipped with aerial platforms, buckets and ladders for performing line work, pruning trees, or other aerial work; Operates trucks with spray equipment, line stringing or reeling attachments, incidental earth moving or material handling attachments such as bulldozer, grader, or backhoe; Operates a variety of tractors and diesel and gas combination trucks with a GVW above 26, 000 pounds; Drives 33-50% of the time, depending upon location, in all weather conditions. Travels over rough, uneven and steep terrain; Acts as a groundman in support of line work when available. Working Conditions: The Line Equipment Operator works outdoors in all kinds of weather conditions and may work for long periods of time in cold, wet, or icy weather, and high winds. The work involves prolonged driving and operation of heavy equipment and tools, long hours of standing, pulling, digging, and walking over rough terrain. The hazards include working at the base of structures and towers hoisting heavy loads with hand lines or winch lines where employee may be exposed to falling objects. Hazards also include working around energized equipment and equipment with moving or rotating parts, and exposure to dust, grease, oil, chemicals, and other debris. The work environment will occasionally include high noise levels and/or exposure to hazardous substances (i.e., solvents, PCB's, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled. Emergencies, critical system conditions, or outage limitations may require that work be done at night and/or under time restraints. System priorities may require extended periods of overtime including working weekends. When assigned to a live-line bare hand crew the Lineman may be in continous travel status. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
