This is a highly responsible and specialized accounting position responsible for processing and analyzing complex financial information for the purpose of supporting day to day operations within the FDOHBC. The incumbent on this position is responsible for the integrity and confidentiality of data sets under his/her control. The incumbent will come to work and exhibit an attitude of friendliness and eager customer service towards all clients and act respectfully and courteously to fellow employees and clients. The position must develop a thorough knowledge of the health department's organizational structure and be fully knowledgeable of Federal, State, County, and Department of Health laws, policies, and procedures governing accounting operations. This position will report to the Finance & Accounting Director I-SES. Responsible for insuring that all invoices for payment are processed in accordance to DOH Finance & Accounting Policy and Procedures and proper records management of all expenditures are in place. Reviews and verifies invoices for accuracy before processing for payment. Ensures all invoices are processed within five calendar days and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, FS and Chapter 3A-24 FAC. Acts as accounts payable liaison between FDOHBC and vendors for resolving concerns. Maintains and keeps all vendor files current in accordance to DOH records Management Policy and Procedure. Composes correspondence related to invoice and problem accounts. Oversees and ensures the resolution of expenditure documentation between the FDOHBC and Department of Financial Services. Audits internal reports using FLAIR, FIS and FIRS to ensure integrity of data. Responsible for reconciling invoices through the My Florida Marketplace System. Prints vouchers daily, adds documentation, obtains proper signatures, scans for recordkeeping. Files documents accurately and timely. Serves as a backup Level 1 and 2 approver for purchase card transactions and reviews in FLAIR for accuracy before granting approval. Serves as backup in printing monthly RDS reports related to payroll to be provided to local HR support. Initiates, monitors and audits all expenditure journal transfers for the FDOHBC. Responsible for updating the invoice tracking spreadsheet. Performs TR58 transactions as necessary. Serves as a backup for preparing daily deposits and TR30/96 as required. Assists the Finance and Accounting Director I in the preparation of in-depth financial analysis and reports on various program areas such as financial statements and cost studies.
