Learn more about this agency Responsibilities As a SAFETY SPECIALIST (T32), GS-0018-9/11, you will implement plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives; plan and conduct periodic and unscheduled surveys and inspections of all ARNG facilities to determine compliance with OSHA standards; serve as a technical representative to State Safety Councils and Committees; evaluate the effectiveness of organizational safety programs through activity visits; coordinate with operating activities to provide safety training, and ensure safety awareness throughout the ARNG; provide technical assistance in accident investigations; collect, review and ensure timely submission of all accident reports to the DA Safety Center and ARNG Safety Office; prepare state safety standards for local implementation, write regulations and prepare safety articles for state publications; present safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only.Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 11. NOTE: Must have successfully completed the Ground Safety Officer Course Skill Indentifier 6Q. Must have completed the required ARNG Accident investigation courses (CAIP) per NGB AVS and the USARMY Career Program 12 (CP - 12) courses or be enrolled and completion within 12 months of hire date. MILITARY GRADES: Enlisted/Warrant Officer, E7 - CW3 COMPATIBLE MILITARY ASSIGNMENTS: WMOS: 011A; ECMF: 00F GENERAL EXPERIENCE: Must have experience in the practical application of safety procedures; occupational hazards, safety standards and inspection techniques and procedures. SPECIALIZED EXPERIENCE: GS-09 must have at least 12 months experience, education or training at the GS-07 level performing specified survey work to identify and evaluate hazardous and nonhazardous work and conditions. Experience applying conventional survey techniques to complete relatively uncomplicated evaluations. Experience making recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results, or are no longer appropriate for situations encountered. SPECIALIZED EXPERIENCE: GS-11 must have at least 12 months experience at the GS-09 level performing periodic onsite surveys, to determine compliance with applicable occupational safety standards; preparing or revising safety instructions and guides; advising personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps; investigating mishaps, obtaining statements from witnesses, and photographing mishap scenes; recording circumstances of mishaps and extent of injuries, preparing final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.
