Summary This position is part of the Fish and Wildlife Service (Service or FWS) Joint Administrative Operations (JAO). As a Supervisory HR Specialist (Employee-Management Relations (EMR)) you will provide
direction/managerial guidance to team leads/functional staff with responsibility for the EMR Service Delivery Area, providing advisory services to managers regarding EMR matters, to include employee conduct/performance. Responsibilities Manage, plan, direct, coordinate, and evaluate the delivery of Service-wide programs, procedures and activities designed to provide Human Resources Operations (HRO) and services to managers, supervisors and employees. Provide direction and managerial guidance to the team leads and functional staff who have lead responsibility for the Employee-Management Relations SDA. Coordination of compliance with the Department of the Interior Anti-Harassment Policy, guidance on reasonable accommodations, and labor-management relations. Provide advisory services to managers regarding employee-management relations matters, to include employee conduct and performance. Develop and oversee a wide variety of special initiatives and projects related to the assigned SDA with the goal of increasing the effectiveness of Service-wide HRO Programs. Partner with management, employees, and customers to serve and advance the mission of the Service and the JAO. Direct a diverse team of Human Resources (HR) Specialists. Provide exceptional customer service and design innovative solutions to advance the goals of the program and support the mission and goals of the Service. Minimum Qualifications for the Supervisory Human Resources Specialist (Employee-Management Relations) at the GS-14 grade level: 1 year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Examples of such experience may include: Manage, plan, direct, coordinate, and evaluate the delivery of Service-wide programs, procedures and activities designed to provide Human Resources Operations and services to managers, supervisors and employees; Knowledge of major Office of Personnel Management (OPM), Department, and Service initiatives; .Provide direction and managerial guidance; Provides advisory services to managers regarding employee-management relations matters, to include employee conduct and performance; Knowledge of employee-management Relations rules, regulations, and policy requirements as established in the Code of Federal Regulations (CFR); Knowledge of HR programs, policies, and work methods; Knowledge of management/supervisory principles and practices; Skill in oral and written communication. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
