You will be assigned progressively more responsible duties while assuming the role as an evaluator and technical advisor for civil rights programs in the Division. Learn more about this agency Responsibilities As an Equal Opportunity Specialist, you will: - Administer the FHWA civil rights program and provide technical advice and recommendations on equal opportunity and the ADA program. - Assist with the review and approval of project and program documents and plans, including State Internal Equal Employment Opportunity (EEO), EEO contractor compliance, Title VI, Disadvantaged Business Enterprise (DBE) programs, DBE Support Services, non-US Department of Labor programs, On-the-Job Training Programs, and Americans with Disabilities Act plans and programs, and will advise the State of the program's approval or recommend corrective actions. - Assist the Civil Rights Manager with conducting civil rights program and process reviews or project inspections to identify areas of improvement and recommend actions. - Evaluate the effectiveness of internal and external equal opportunity/civil rights programs using program plans, data analysis, and reports to identify and set key program priorities. The ideal candidate for this position is a professional with experience in: applying civil rights laws, principles and practices; analyzing and investigating alleged acts of unlawful discrimination; reviewing, evaluating, and enforcing equal opportunity compliance by Government contractors and other recipients of public funds; and in related areas such as resolving complaints or providing guidance to internal and external customers on how to voluntarily resolve matters. Qualifications To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include: - Experience providing technical and administrative support in the programs of civil rights/equal opportunity. To qualify for the GS-09 on Education alone, you must have: At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. * To qualify on for the GS-11 on Experience,* you must have at least one year of experience equal or equivalent to the GS-09, it must include: - Experience researching and analyzing data from civil rights/equal opportunity programs and services for compliance, such as identifying operational problems, preparing reports, and/or recommending corrective actions. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 (or enter the next lower grade level for the series here), it must include - Experience conducting and reporting on civil rights/equal opportunity investigations; OR monitoring and reporting on civil rights/equal opportunity activities to ensure program, project, contract, or grant compliance; AND - Experience reviewing and approving (or recommending corrective actions to) project and program documents and plans, such as those associated with Disadvantaged Business Enterprises (DBE), Title VI and Nondiscrimination, State Internal Equal Employment Opportunity, Section 504 of the Rehabilitation Act/Americans with Disabilities Act, and/or Equal Employment Opportunity (EEO) Contractor Compliance/ On-The-Job Training (OJT).
