This position is Pending Reallocation to a Human Resources Technician III. This Human Resources Technician III will function as a Salary Administration Specialist in the Central Human Resources Office of the Department of Public Safety This position will conduct salary analysis to set salaries and serve as final approval authority for over 550 different position classifications. This position provides services regarding employment and salary administration issues, and is the primary contact for approximately one-fourth of the employees assigned to the Department's Administrative Sections, Law Enforcement Division, and various Adult Corrections and Juvenile Justice Administrative Offices. Services provided include review of employment packages for accuracy, and technical review to ensure recommended salaries are consistent with applicable pay factors including education, experience, internal equity alignment, and established hiring range requirements. This position functions as Master Data Maintainer, responsible for initiating, completing and monitoring a wide range of personnel actions in the SAP HR/Payroll system. Actions processed include, but are not limited to new hires, promotions, reinstatements, reassignments, demotions, transfers, reallocations, probationary status changes, in-range salary adjustments, legislative increases and other special salary adjustments. The Salary Administration Specialist ensures all salaries are set and all actions are processed in compliance with NC General Statutes, as well as all Federal, OSHR (Office of State Human Resources), and DPS policies, guidelines, and standardized practices and procedures, including Criminal Justice training standards. Position appropriately identifies and refers salary exceptions outside of it's approval authority, along with required documentation and justification, to HR management for submission to OSHR for approval. Verifies and enters employee identifying information into the Homeland Security's E-verify system. Position provides consultation, guidance and troubleshooting to HR field staff, Division Managers and/or Administrators, and employees on a wide variety of salary related issues.Listed below are the Knowledge, Skills and Abilities (KSA's) associated with this position. Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following: • Knowledge of and demonstrated experience applying Office of State Human Resources (OSHR) policies and procedures relating to Salary Administration, Recruitment and Selection, Classification and Compensation. • Experience completing salary analyses/administration. • Experience reviewing and processing personnel transactions in the State of North Carolina's Integrated Human Resources Payroll System (BEACON). • Experience running Human Resources/Payroll Reports in the State of North Carolina's Integrated Human Resources Payroll System (BEACON). • Experience using Microsoft Word and Excel. • Ability to gather, compile and evaluate position and employee information with confidentiality. • Demonstrated ability to exercise judgment and discretion in evaluating situations and in interpreting, applying, and communicating a broad range of policies and procedures to make recommendations concerning positions, employees, transactions and problems. • Demonstrated ability to plan and organize workload to accomplish tasks in a fast-paced HR environment with multiple competing priorities. • Ability to work independently with minimal instruction while performing work with accuracy and within established deadlines. • Ability to establish and maintain effective working relationships with employees, administrative officials and the general public. • Ability to express oneself clearly and concisely in oral and written form.Management Preferences: • Advanced level skills in salary administration and personnel action (PA) processing in the HR/Payroll system.
