Monitors and assists with the tracking of Civil Engineer budgets to include Federal, State and military construction. Maintains account ledgers by entering all operations and maintenance expenditures into the required accounting database. Track spending trends, purchase orders,utility bills, contract purchases, etc. to meet annual budgets. Reconcile accounts monthly and verify expenditures balance with state and federal comptrollers. Validate payment voucher from the Department of Public Safety with applicable database to insure all payments are accurate and turned over in a timely manner to meet State reimbursement. Track cyclical,seasonal and regular spending rates and trends,to provide historical information to future budget planning. Develop, implement and maintain database, spreadsheets, reports and graphs that portray annul and historical expenditure and commodity consumption patterns for use in resource analysis. Partners with Federal Resource Advisor to submit budget proposals for annual budget and financial plan. Tracks prior and current expenses to project future expenses. Prepares financial documents for annual budget review. Applies Federal accounting codes to purchase orders and government purchase card expenditures. Performs final accounting for annual closeout. Locally administrates the Integrated Engineering Management System (IEMS)Program. Manage accounting services and advise the federal resource advisor and Base Civil Engineer.Listed below are the knowledge, skills and abilities (KSAs) associated with this position. These KSAs, along with the minimum education and experience listed, are required in order to be deemed "eligible" for the position. Therefore, you must demonstrate or provide supporting information within the body of your application to demonstrate your possession of each KSA listed. • Experience in tracking prior and current expenses to project future expenses. • Working knowledge of creating and maintaining accounting databases. (example: spreadsheets, ledgers, reports, graphs for historical expenditure analysis, etc.) • Experience reconciling multiple accounts to validate expenditures for commodities using accounting codes. • Experience in the use of computers, coping machines, faxes and scanners. NECESSARY SPECIAL REQUIREMENTS: Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier I Background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable adjudication may result in termination of employment. MANAGEMENT PREFERENCES: • Monitoring budgets to include Federal, State and military construction to include federal and State accounting codes. • Experience using Air Force programs(example: Integrated Engineering Management System (IEMS) and Defense Enterprise Accounting and Management System (DEAMS)). • Knowledge of Federal / State cooperative agreements, Fiscal Law and the Anti-deficiency Act. • Working knowledge of audit documentation and reports for State & Federal audit agencies related to the cooperative agreement.Bachelor's degree from appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience.
