City Treasurer Performs work in the administration, audit and collection of taxes and fees handled by the City Treasurer. Establishes collection procedures and plans for the collections of taxes due on Business License,
Personal Property, Real Estate and any other fees collected by the City Treasurer. Identifies and coordinates the delinquent real estate accounts for judicial sale and the escheat process. Ensures compliance with all appropriate city and state code sections for the collections program. Bachelor's degree from four-year college or university in business administration, accounting or related field; three to five years related experience and/or training in accounting or auditing; or equivalent combination of education. Commissioner of the Revenue Performs work in the administration, audit and assessment of local taxes and fees. Attends court for criminal and civil matters pertaining to all assigned taxes. Manages escalated customer calls with diplomacy to promote positive customer service. Assists management with Annual Budget, Projects and making presentations as needed. The ideal candidate will have a proven track record of leadership, use of strategic thinking, the ability to apply principles with sound judgment to manage and motivate. Ability to work in a high volume, fast paced work environment. Ability to communicate effectively, negotiate and overcome objections along with excellent verbal, analytical, and written communication skills. Bachelor's degree from four-year college or university in business administration, accounting or related field; three to five years related experience and/or training in business management, government collections, customer service, legal field, or equivalent combination of education; strong expertise with Microsoft Office including Access or similar database software. Must possess a valid Virginia driver's permit.SUMMARY Performs work in the administration, audit and assessment of local taxes and fees. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Interprets policies, procedures, and applicable state code as it relates to local taxes Consults with the City Attorney's Office on legal issues related to local taxes collections as needed Reviews delinquent account and missing return reports Handles and resolves customer inquiries and disputes Ensures compliance with all appropriate city and state code sections for local taxes Ensures that all computer programs supporting local tax collections work correctly and are properly maintained Prepares various statistical and summary reports for management Monitors businesses that open and close to make sure local taxes are reported correctly Ensures training and education is provided to area businesses in regards to various local taxes owed to the City of Roanoke Attends court for criminal and civil matters pertaining to all assigned taxes Assists in determining policy regarding the administration, auditing, and accounting requirements related to the collection of all assigned taxes and fees Recommends changes to City Code relative to the areas of responsibility in regards to delinquent tax collections; makes recommendations for operational improvements Performs special assignments as directedSUPERVISORY RESPONSIBILITIES May have supervisory responsibilities. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.
