Under the direction of the Team Lead, this position is responsible for complex (journey-level) accounting work in the General Ledger section. Work involves performing accounting and financial reporting
functions in the Uniform Statewide Accounting System (USAS) and/or the Business Information System (BIS). Responsibilities include, but are not limited to: processing budget, revenue, cash and financial reporting journals; periodic reconciliations of various funds, bank statements and appropriation balances; preparing and auditing financial statements, reports, schedules, exhibits, records and documents; extracting, analyzing and compiling financial data while utilizing proper accounting theories; preparing and entering accounting transactions supported with appropriate documentation to maintain proper audit trails and accounting records; and analyzing and recommending improvements, adaptation or revisions to accounting processes and procedures. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. POSTING NUMBER: 19-00571MINIMUM QUALIFICATIONS: Education: • Graduation from an accredited college or university with a Bachelor's degree and major coursework in Accounting or Finance.Experience: • Two years experience in accounting and financial operations.Licensure: • If driving is required, applicant must possess a valid State driver's license.PREFERRED QUALIFICATIONS: Experience: • Experience with accounting systems such as, but not limited to USAS, CAPPS, Oracle and/or PeopleSoft; • Experience in the preparation of Texas Annual Financial Reports (AFR); • Experience with multi-fund governmental accounting; • Experience using FMQuery – SIRS; • Experience with SAS; • Experience with a state agency or institution of higher education. • Knowledge of governmental accounting, financial systems and laws and regulations pertaining to financial operations; • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements and procedures affecting the maintenance of accounting records and automated accounting systems; • Knowledge of the Uniform Statewide Accounting System (USAS); • Knowledge of financial reporting requirements for the State of Texas; • Knowledge of Comptroller Fiscal Policies and Procedures (FPP), including Accounting Policy Statements (APS); • Knowledge of word processing and spreadsheet software; • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar; • Skill in using MS Word, Excel, PowerPoint and Outlook at an intermediate level; • Skill in effective verbal and written communication; • Skill in using office equipment, computers and associated software applications; • Skill in using automated accounting systems such as USAS and Oracle; • Skill in analyzing fiscal operations and interpreting and applying accounting theory to difficult or complex transactions; • Skill in researching, analyzing and interpreting large amounts of financial transactions using automated software tools; • Skill in making independent, sound and timely decisions; • Skill in using database query software to extract pertinent information from financial systems; • Skill in presenting financial data in a clear and understandable manner; • Skill in analytical reasoning and critical thinking; • Skill in problem solving and attention to detail; • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; • Skill in prioritizing and managing multiple concurrent tasks; • Ability to perform complex accounting transactions; • Ability to interpret and apply accounting theory to transactions on a daily basis; • Ability to research and interpret financial data, government policy, procedures, laws, rules and regulations of the State of Texas; • Ability to prepare clear and concise reports for internal and external use; • Ability to work accurately with large amounts of numerical data; • Ability to plan and organize workload tasks to meet deadlines; • Ability to initiate and conduct projects and tasks independently with little or no supervision; • Ability to work in a team environment to accomplish goals and meet deadlines; • Ability to follow instructions. • Ability to demonstrate attention to detail; • Ability to maintain strict confidentiality; • Ability to conduct work activities in accordance with TPWD Safety Program.WORKING CONDITIONS: • Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; flexible work schedule may be available during off-peak periods; • Required to work holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m., during peak periods as deemed necessary; • Required to work overtime as necessary; • May be required to operate a State vehicle; • Required to travel 5% with possible overnight stays; • Non-smoking environment in State buildings and vehicles.
