Center for Government Innovation Assistant State Auditor 5 (Duty station for this position will be flexible) The Center for Government Innovation, formerly known as the Performance Center, has resources to help local governments throughout Washington work better.
We can help solve problems, reduce cost and improve the value they provide. The Financial Management and Data Tools Specialist reports to the Center for Government Innovation Program Manager. This position is responsible for using their technical expertise to develop resources, facilitate training, and conduct data analysis and visualization to support local governments in helping the people they serve. Activities assigned will include the following: • Develop and deliver Center resources and guidance that help local governments comply with professional standards, audit requirements and best practices that will help them become high performing governments. • Provide technical assistance to local government officials entity staff and key personnel who inquire about available tools, best practices, policies and internal controls. • Provide training or presentations to help local governments better manage their financial operations. • Provide expertise to projects that gather and analyze government facts, statistics, financial information and other data collected by the State Auditor's Office (SAO) and others. Research best practices, and tools provided by other states, federal agencies and professional organizations in order to avoid duplication and take advantage of existing resources. Collaborate with other SAO internal staff to incorporate this knowledge into Center projects.Duties: • Provides training and presentations as approved by the Center Program Manager and Assistant Director to help local governments improve performance. • Stay apprised of changes in professional standards and emerging issues in order to develop resources and tools to help local governments. This includes training local governments about data analysis in applications such as the Financial Intelligence Tool (FIT). • Using professional expertise, design and develop training specifically for local government officials and staff in a variety of formats such as live presentations, webinars, checklists or best practices. • Ensure that the Center does not duplicate efforts by researching the tools and trainings of other agencies, state and federal, associations and the efforts of other SAO staff, already available for local governments and coordinating efforts when possible. • As it pertains to projects such as FIT (the Financial Intelligence Tool) the proposed Early Warning System and other projects as approved by leadership, collects additional (not required by the 150 day deadline) local government data needed to continue the development and enhancement of such tools. • As it pertains to the section of RCW 43.09.230, "published in an annual volume of comparative statistics at the expense of the state as a public document", performs testing to ensure accuracy, integrity, reliability and visualization of the external electronic data that is published in FIT. • Collaborate with others such as Local Government Support, Team Audit Support and local audit teams to meet data specific requirements for the public, auditors, and local governments. • Provide one-on-one assistance and training in the service areas provided by the Center as requested by local governments. • Develop checklists, tools and resources to provide guidance to local governments officials and staff. • Network with local governments or other stakeholders at association conferences or other venues to coordinate efforts and bring awareness to Center services. • Develop synergy with SAO staff to solicit their assistance in providing information about available resources and services. The successful candidate will have: Experience in: • Performing research, auditing and knowledge of governmental accounting and financial management principles and procedures. • Using data and information to assess and understand issues and evaluate options based on available guidance including Generally Accepted Accounting Principles and Other Comprehensive Basis of Accounting such as Cash Basis. • Demonstrating decision making process combining critical thinking, analysis, experience and perspective to determine the best course of action. Ability to interact effectively with state and local government staff, elected officials and SAO staff. Communicate clearly orally and in writing and operate a computer with various financial, word processing and presentation applications. Bachelor's degree in accounting or business administration with concentration in accounting from an accredited college or university, or equivalent experience in a related field. AND Experience at either the Assistant State Auditor 3 and/or Assistant State Auditor 4 levels that when combined total at least two years. OR Other typical work experience that would include seven years of relevant professional background in governmental accounting and/or auditing.
