Division Information: The Financial Services Division is the business manager for the Department of Environmental Quality (DEQ) and is tasked with the responsibility for overseeing budget management, federal grant management, service contracts, commodity and service purchasing, building construction, acquisition/disposition of real property and risk management, account functions, as well as an array of general administrative services. The primary objective for the Financial Services Division is the timely processing of divisional requirements in compliance with general statues, the Office of State Controller, and accepted policies and procedures. The division is currently comprised of three main units: Accounting, Budgeting, and Procurement & Facilities. The CFO has four direct reports, three who lead the above listed functional areas and one Accounting Clerk. FSD is comprised of 31 positions overall. Position Information: The Chief Financial Officer for the North Carolina Department of Environmental Quality is a pivotal position in the leadership of the organization. This position leads the financial oversight responsibilities for the department and sets the tone for DEQ's ability to sustainably achieve its environmental mission and competitively advance its innovative approaches to economic viability for the state. The Chief Financial Officer (CFO) leads the Financial Services Division. This position is part of the DEQ Executive Management team and is responsible for providing executive direction and management over the Department of Environmental Quality accounting, budget, purchasing, facilities management and business programs. Job duties range from budget and strategic planning, organizing business functions, quality assurance and fiscally defending the agency. This position provides leadership in the development of department's strategic plan including the development and execution of the department's overall strategic goals. The work schedule for this position is Monday - Friday, 8 a.m. - 5 p.m. and may require working beyond normal work schedule to meet the business need. Any information omitted from the application form, listed under the text resume section, or on an attachment will not be considered for qualifying credit** Qualified applicants must possess and the application must clearly reflect work experience that demonstrates the following: • Thorough knowledge of budgeting and accounting principles. • Thorough knowledge of professional fiscal theory, techniques, practices, and procedures. • Knowledge of North Carolina Accounting, Budgeting and Purchasing or ability to learn within six (6) months. • Knowledge in review and managing fiscal operations and services. • Must have skills in managing teams, managing and leading employees. • Thorough knowledge of state and federal rules and regulations governing the fiscal program. • Ability to interpret and relate relevant agency practices, procedures, and principles to federal and state regulations. • Must be able to build and maintain good relationships with a variety of stakeholders. • Must be able to communicate effectively to a wide variety of audiences. Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework and seven years of professional accounting experience, of which at least three are managerial; or equivalent combination of education and experience.
