Description of Work • **This is an anticipated vacancy*** Internal Posting - This position is open only to current employees of the Department of Public Safety. Selective Criteria: Must have four years experience as a North Carolina Probation/Parole Officer. The Chief Probation/Parole Officer (CPPO) is responsible for direct line supervision of Probation/Parole Officers, Judicial Services Coordinators and clerical personnel within a unit. The CPPO organizes and manages the workflow of the unit to ensure the goals and strategies of Community Corrections supervision are implemented. Responsible for daily operation of and direct involvement in all aspects of decision-making processes regarding offender supervision which includes assigning cases, coordinating work flow, work schedules, time entry and staff training. This position is involved with disciplinary, dispute and grievance action processes when necessary and manages employee performance. The offender population has been sentenced by the Court or were ordered by the Post-Release Supervision and Parole Commission. These offenders are typically high-risk and require disciplined supervision strategies, reentry case planning and effective case management. The Chief Probation/Parole Officer will frequently engage in crisis intervention, meetings with stakeholders and team staffings with probation officers to provide a swift response to behavior with the use of consequences and rewards within the community. Offenders vary from high-risk to low-risk and require effective supervision strategies, case planning and individual case management. This job is characterized by significant role modeling, coaching, reinforcement of pro-social behaviors, teaching pro-social skills and decision making to staff. This position ensures that each employee is proficient in areas necessary for job performance and that an environment conducive to professional growth and development are provided for employees within the CPPO's purview. Must be able to work a flexible schedule which includes 8-5 and respond at any time to emergency calls as unit caseloads demand. The Chief Probation/Parole officer will frequently need to respond immediately to crisis situations hence must be available on-call twenty-four hours a day, creating the need for development and often independent implementation of unique control mechanisms. May be assigned an active caseload which could require second shift hours. May be required to serve on EHA response team which includes on-call status and respond to EHA violations. Must have the ability to target the offenders' needs to ensure quality supervision and appropriate swift and certain responses to noncompliance. The CPPO must have the ability to analyze a situation and provide an immediate solution. Ability to develop a professional alliance and establish and maintain effective working relationships with officers, offenders, judicial officials, law enforcement officers, community agencies, the general public and co-workers. Must have the ability to express oneself clearly in oral and written form. The CPPO serves as a coach and mentor to staff within his/her unit to enhance their skills and abilities. Must hold staff accountable for work load and case management. Must have the ability to demonstrate pro-social skill building and problem solving. Ability to establish an appropriate course of action to ensure completion of assigned duties within given time frames. Ability to maintain a calm and rational composure when dealing with difficult situations and individuals and exhibits the ability to focus on the task at hand. Must possess the skills necessary to qualify annually with a firearm and unarmed self-defense, complete CPR annually and be indirectly exposed to O.C. Pepper Spray as part of a training exercise. Position is certified by the NC Criminal Justice Education and Training Standards Commission. Knowledge, Skills and Abilities / Competencies Management Prefers • Thorough knowledge of Community Corrections' goals, objectives and policies, • Hands-on experience with case planning, structured intervention worksheets and delegated authority, • Working knowledge of structured sentencing, evidence-based principles and Justice Reinvestment, • Thorough knowledge of North Carolina offender supervision, available treatment services and community resources, • Knowledge in determining the appropriate levels of supervision for offenders and assessing and responding to the needs of offenders through counseling, • Working knowledge of the N.C. General Statutes, the Post-Release Supervision and Parole Commission, and the Section of Prisons as learned from being a North Carolina PPO • Experience with structured worksheets to address the patterns leading to crime, response to non-compliance, use of incentives, individualized case planning and use of delegated authority, • Knowledge of the principles of EBP and current sentencing guidelines. Minimum Education And Experience Requirements Bachelor s degree in criminal justice, psychology, social work, human services, or related work from an appropriately accredited institution and four years of experience as a North Carolina Probation/Parole Officer; or an equivalent combination of education and experience. Necessary Special Qualifications Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
