As the Fiscal Analyst 3, you will be responsible for monitoring and analyzing Quarterly License Reports and Quarterly License Fee collection. Coordinates and reconciles the cash month process in the Agency Financial Reporting System (AFRS). Monitors Quarterly License Report balances and recommends licensees for administrative or enforcement actions. • Specialized review of Quarterly License Reports (QLR) and Quarterly License Fees (QLF) • Contact licensees who have not filed their QLR and/or paid their QLF by the due date. • Notify Regulation Unit of licensees that are not in compliance. • Write case reports to initiate administrative action for licensees who fail to submit their QLR and/or QLF. • Identify variances in gross gambling receipts, review records, and document findings. • Review amended QLR's for reasonableness, initiate refunds or collect fees when applicable. • Review Combination License QLR's to determine which licensees have exceeded gross gambling receipts limits and work with Licensing Staff to have licensee apply for correct license. • Coordinate and reconcile revenue monthly • Review and approve revenue related documents and accounting transactions initiated by other unit employees. • Provide training and guidance to fiscal staff as well as backup for their duties during absences or peak workloads. • Coordinate the closing of the cash month in AFRS by the OFM closing schedule. Ensure all entries have been completed. • Reconcile the cash month in AFRS by analysis of Enterprise Reports and internal documents. • Assist with year-end fiscal closing processes and completion of disclosure forms. • Backup for processing of daily mail and data entry of QLR's • Ensure accurate collection of Quarterly License Fees • Print, review, and mail QLR's to licensees that have waivers from reporting their gambling activity electronically at least 30 days prior to due date. • Verify non-waiver licensees receive an email indicating QLR's are due. • Ensure QLR's are date stamped and entered into the Gambling Information Management System (GIMS) accurately. • Determine if there are differences between QLF's due and money received. • Initiate refund process for overpayments. • Contact Licensees with QLR's and/or QLF's 1-30 days late and assess late fees. • Notify licensees of NSF's and ACH returns. Ensure payments and any fees are collected. • Create, update, and maintain procedures on QLR and QLF processes. • Post annual reports on the agency's public website. • Provide customer service to licensees • Answer inquiries from licensees on how to complete and pay their QLR's and QLF's. • Monitor returned mail and email inbox. Obtain and update licensee contact information. • Interpret rules and regulations related to QLR's and associated fees. • Update all communications regarding QLR's and QLF's to licensees as needed. Required Qualifications • A bachelors degree, which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting and two years of relevant professional experience, OR Any combination of education and relevant professional experience totaling six years. Education must include the required credit hours in accounting, auditing or budgeting. • Intermediate skill level using Microsoft Excel and Word. Ability to: • Follow and comprehend complex directions, directives, and regulations. • Interpret, apply, and explain laws, policies, and procedures. • Help customers navigate a personal computer to submit reports electronically. • Become proficient in WSGC financial and internal systems.
