Purpose Regulatory Compliance is a key Motiva risk exposure. At any point in time Motiva holds 20 million barrels of inventory and purchases/sells hydrocarbons in regulated trading markets to successfully supply and clear its Port Author refinery which has over a 600K barrel per day of crude processing capacity. Position Overview This position is an integral part of Motiva's Trading Compliance Program. This individual is responsible for helping develop internal and external compliance reporting, providing compliance advice and assistance, implementing annual education programs, ensuring regulatory filings are made timely and compliance process and transaction monitoring and surveillance. This position will report to the Senior Manager of Risk. The individual will be responsible for ensuring the results of their analysis are communicated clearly, accurately and on a timely basis to Risk, Finance and Management. • Monitors, analyzes and reports on relevant external market developments • Review business practices, drafts/improves compliance policies, procedures, manuals and/or forms necessary to help ensure compliance • Works with other Control functions to help ensure compliance with regulations and rules set by various external regulatory agenciesResponsibilities: • Submits timely reporting to regulatory agencies in accordance with compliance requirements including; FERC EQR and FERC 552 • Assists the Senior Manager, Risk with developing and executing the overall Trading Compliance Framework, which includes providing assistance with: • Identifying and evaluating compliance risks across the organization • Developing Compliance policy and procedures • Developing and accessing controls • Developing and administrating Compliance training materials • Provides advice and assistance to employees about company policies, procedures, standards and compliance with external laws and regulations; escalates to Compliance management or other functional areas as needed • Responds to ad-hoc queries from the management team • Assists with regulatory inquires • Provide day-to-day support of the monitoring, tracking and enforcement of trade compliance polices and controls including DOA, Wash Trades, and Trader Behavior • Ensure proper execution of existing surveillance controls • Identify compliance control gaps, ineffective controls, and remediate by developing reasonable surveillance processes and controls as needed Lead trade floor Operational Excellence metrics capture, review and reporting • Review transactions, records of transactions, and daily and monthly exception reports to identify potential instances of inappropriate conduct • Review communications periodically and on a risk based approach to ensure practices are in line with management expectations • Support the development, improvement and implementation of a surveillance system and • Develop successful relationships with staff and management in the Front and Back offices, in order to become the Trusted Advisor for our stakeholdersSpecial Challenges: This is an exciting time for Motiva involving a significant level of change within the organization. The successful candidate must have the ability to be flexible and adjust to rapidly changing conditions. The successful candidate will work closely with the business and all relevant middle and back office groups to ensure all compliance requirements are met and develop processes where needed. There will often be multiple requests from different business units. The successful candidate will need to be able to prioritize multiple requests and effectively manage stakeholders. Basic Qualifications Required • Bachelor's degree from an accredited university (or equivalent work experience) • Minimum of ten (10) years professional experience • Experience in a trading, compliance, risk control, or trading support role • Excellent knowledge of two or more of the following physical/financial energy markets Crude Oil, Refined Products, and/or Chemicals • Strong understanding of trading instruments (futures, swaps, options, etc.); trading strategies, and risk concepts (Long/Short, Market/Price, P&L, Operational, Credit, Position Limits, etc.) • Specialized energy products derivatives experience is preferred • Excellent interpersonal and relationship building skills including the ability to interact with all levels of staff and management • Strong analytical, organizational, problem solving and communications skills • Excellent written and verbal communication skills • Team-oriented with the ability to work independently • Ability to maintain confidentiality and use good judgment related to sensitive matter • Promote and exhibit high ethical standards • Effectively prioritize own time and focus on most critical activities • Maintain composure and uses good judgment under stressful circumstances • Ability to work in dynamic environment with frequently changing requirements and meet deadlines • Must have an intermediate to advanced proficiency in Excel • Proficiency in Tableau, PowerPoint, Access, Business Objects, or comparable applications are preferredPlease note: We occasionally amend or withdraw Motiva jobs and reserve the right to do so at any time, including prior to the advertised closing date.
