The Office of Administrative Solutions (OAS) within CDHS is a strategic support unit that provides business partnerships to help CDHS programs achieve their goals. This OAS team is driven, hard-working, forward-thinking, positive, innovative, personable, and focused on service. The OAS provides accounting, contracting and procurement services for a budget in excess of $2 billion; financial reporting for dozens of unique programs; payroll and human resources services for over 5,700 employees; leadership and support related to information technology and business resources; maintenance for over 330 buildings and 3.7 million square feet of property; and assists programs with long-range infrastructure and capital asset planning. Our goal is to ensure these services are efficient and of high quality so that CDHS can achieve its goal of being the most effective 21st century human services agency in the U.S. This Division of Accounting exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls. The Payroll and Timekeeping unit exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls. The Timekeeping/Payroll office is responsible for the accurate and timely collection and reporting of hours worked and leave taken by Department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, and State Personnel Rules. This unit serves over 5,200 employees in eleven agencies (DHS, Grand Junction, Pueblo and Wheat Ridge Regional Centers, Colorado Mental Health Institute at Ft. Logan and at Pueblo, Division of Youth Services, and Fitzsimons, Rifle, Homelake and Florence Veterans Community Living Centers) that are located in the state and provides payroll and timekeeping functions for the entire Department. This unit is also responsible for supporting the Cost Accounting unit with recording, classifying, verifying and reporting for agencies and programs within CDHS. Employees in this unit will be in contact with all agency employees of varying ages and backgrounds, and as contact is maintained with employees, there will also be contact with the developmentally disabled and mentally ill clients and patients. The Payroll allocation position exists to create and complete the • office director reallocations, • payroll reallocations as received from e Clearance, program notification, or time reporting, review, research as necessary, correct if necessary and • approve coding on personal action forms (PAF) forms, • update CPPS job code 4 screens, to complete • unemployment process including research, processing and reconcilement, and • all other duties as assigned to include back up duties for other department positions.The duties of this position are of a fully operational accountant. Decisions made by this position are at the process level. The complexity of duties involves the nature of, and need for, analysis and judgment to be patterned. The purpose of regular work contacts outside of the supervisory chain are often for the purpose of finding information or solving problems where the issues or results are not already known. This position has decision making authority for supporting agency sub-systems, for maintaining agency interaction with CORE modules, and for maintaining agency stand-alone sub-systems, including resolving and analyzing problems associated with this work. MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree from an accredited institution in accounting statistics, finance, mathematics, or statistics. Two (2) years of professional accounting experience including: • Experience using debits and credits • Tracking expenses and revenue • Bookkeeping Substitutions: Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience. Additional appropriate education will substitute for the required experience on a year-for-year basis.
