In addition to managing the distribution of excess DOD equipment, this position will serve as the N.C. The LESS Office residing within the DPS, Purchasing & Logistics serves as the 'Quality Control' conduit between the LESO Federal Office and the state and local law enforcement agencies within N.C. This position reviews requisitions submitted from LEAs and will approve or deny at the state level. Once approved will forward requisitions to the federal level for approval. The position of Administrative Officer I serves as the N.C. 'State Point of Contact' for the 1033, and 1122 Program as it relates to the high volume of the LESO 1033 program, this position will be responsible for the complete account management and property/ equipment provisioning as well as inventory management and training for 317 active participating law enforcement agencies within N.C. The number of participating agencies within the 1033 program is expected to grow to 572. The LESS office is currently chartered with managing the acquisition and distribution of federal property to local law enforcement agencies with a current acquisition value of controlled/tactical equipment property portfolio that equals $30,151,872.99 and a non-controlled equipment portfolio that equals $6,530,159.28. The position has ultimate responsibility for determining that the federal property items requisitioned through the 1033 by local law enforcement entities can be utilized for approved law enforcement activities per LESO standard guidelines; this is a quality control checkpoint by the state point of contact. The position is responsible for ensuring that property items are properly receipted and transferred within agencies, when required. Position is responsible for ensuring that inventory maintained at local law enforcement agencies is certified and reported/ accounted for during required annual physical inventories. This position is required to effectively understand and able to work and lead/train others in critical inventory program systems; Account Management and Previsioning System (AMPS), Reutilization, Transfer and Donation (RTD) System and the Federal Excess Property Management Information System (FEPMIS). The LESS office serves as a customer support 'help-desk' to 1033 program participating law enforcement agencies. This position ensures that law enforcement key contacts are registered in the FEPMIS appropriately. This position requires travel with the possibility of overnight stay to conduct program compliance reviews at all active participating agencies statewide conducting both state and federal level audits.
