Performs highly professional administrative work relating to marketing, social media, and media relations. Coordinates and performs various projects relating to communications, marketing, branding, and public
relations. Assists City staff in promoting the City, the City brand and City operations and services to the public.Promotes and follows the City's mission statement, and values and expectations. Coordinates the use of all marketing and communication mediums available to the City, including but not limited to social media platforms, utility billing inserts, mailers, marquee usage, banners and other signage throughout the City to promote the City and City events; provides strategic communication, which is aligned with the City's communication goals. Oversees regular City departments' news and content updates on social media, newsletters, printed publications, website, etc.; creates monthly agendas and gathers/coordinates content with the Communication Committee members and their departments. Responsible for maintaining and creating content for Layton City's social media platforms. Implements daily social media messaging and posting as well as monitor comments and messaging via these channels; coordinates with social media administrator's from police and fire to ensure consistent message and archive; researches and implements social media platforms needed to stay relevant; where necessary, executes social media campaigns for special projects; coordinates all City communication and maintains the annual content schedule; works with City departments to assure consistency and uniformity in voice and messaging to the public and media outlets. Creates appealing videos and photographs in order to inform the public and market City events, using various phone, computer, and camera equipment. Provides marketing/promotional support on special City events in cooperation with designated City staff; researches and communicates events and information through social media outlets, such as Facebook and Twitter; updates event calendar on the City website. Edits graphic files as needed and creates graphics for social media and online posts. Manages retention of media documentation required by GRAMA. Organizes all billing for communications. Assists (Public Information Officer) PIO and Back-up PIO with communications in major events, including emergencies, and perform assigned duties within the Joint Information Center. Communicates both verbally and in writing; follows directions; develops trust and effective working relationships with management, fellow employees, peers, and the public. Development of communication plan in coordination with City elected officials and management. Assists with telephone and lobby coverage in the absence and in support of the secretary. Performs other duties as assigned.Education and Experience: Bachelor's degree from an accredited college or university in Communications, Public Relations, Marketing or other related field; And One year related work experience with progressively increasing responsibilities; Or An equivalent combination of education and experience. Knowledge, Skills, and Abilities: Considerable knowledge of public relations and media relations, computer software including word processing and desktop publishing, graphic design, social media channels, and video editing. Ability to communicate effectively verbally and in writing; ability to professionally obtain and communicate information to the public. Must use tact and judgment to avoid friction; establish and maintain effective working relationships with employees, executives, and the public. Prioritize tasks; works well under pressure and impending deadlines; establish effective working relationships with employees, Department Heads, the media and the public; relate well with a variety of persons under varying circumstances; ability to analyze a situation and make sound recommendations and presentations. Special Qualifications: Still and video photography experience preferred Extensive graphic design experience preferred. Photo or video editing software and techniques preferred. Work Environment: Performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, but do require frequent walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Great mental effort is required daily; moderate mental pressure and fatigue exist during a normal workday due to constant exposure to deadlines; frequent contact with high-profile individuals. Common eye, hand, finger dexterity required to perform many essential functions. Requires infrequent travel to different City events.SUPERVISION RECEIVED Works under the close to general supervision of the Human Resource/Risk Manager and Assistant City Attorney.
