Healthcare and Benefits Division Number of Positions: 1 Under direction, the class is managerial in nature and accountable for senior manager level functions; positions allocated to this class are characterized as having a broad scope of managerial responsibilities, and performs related duties as required ESSENTIAL DUTIES + Conducts research regarding, and develops requirements and specifications for, Request for Proposal (RFP’s) and bids to be advertised + Oversees and participates in the negotiation of prices, terms, and conditions of contracts with vendors and consultants + Acts as liaison to Department of Procurement Services (DPS), vendors, consultants, outside legal counsel, and other departments (Law, Risk Management, DoIT) involved in the contract process + Manages implementation, including planning, testing contract compliance, and communications to employees + Monitors vendor performance to ensure compliance with contract terms and conditions + Prepares contract compliance reports, include Minority Business Enterprise (MBE) and Woman Business Enterprise (WBE) reporting + Manages employee communication + Complies with laws and regulations governing wellness programs + Complies with federal statutes such as COBRA (Consolidated Omnibus Budget Reconciliation Act, HIPAA (Health Insurance Portability and Accountability Act), FMLA (Family Medical Leave Act), PPACA (Patient Protection and Affordable Care Act), etc. + Interprets implications of pending legislation on benefit programs + Conducts research, responds to issues and develops effective solutions and options, including costing and implementation proposals + Conducts research and benchmarking to identify contracting opportunities that will increase or improve services/programs offered or reduce cost + Manages other Chicago Benefits Office functions as assigned, to ensure efficiencies are gained and cost savings realized + Implements, manages, and administers other employee benefit programs and Chicago Benefits Office projects as assigned _NOTE:_ _The list of essential duties is not intended to be inclusive; there may be other duties that are essential to particular positions within the class_ Location: DePaul Center Address: 333 S State Street, 4 th Floor Days: Monday – Friday (some weekend hours may be required) Hours: 8:30am – 4:30pm (some evening hours may be required) THIS POSITION IS IN THE CAREER SERVICE Qualifications: MINIMUM QUALIFICATIONS + Graduation from an accredited college or university with a Bachelor’s degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training, and experience Disclaimer – “Accredited” means any nationally or regionally accredited college, university, or law school where the applicant is enrolled in or has completed an Associates, Bachelors, Masters, or Juris Doctorate degree program.
