The Retirement Systems Division (RSD) of the Department of State Treasurer (DST) administers the statutory retirement and fringe benefit plans as authorized by the General Assembly of North Carolina. These include eight (8) major pension retirement plans. Additionally, RSD is responsible for overseeing three defined contributions plans and programs (NC 401(k) plan, NC 457 plan, and the NC 403(b) program) for all state agencies, local employers and employees as well as the NC ABLE savings program for individuals living with disabilities. We have the responsibility of administering the retirement plans for all state and local government employees and we're in need of a communicator to help employees understand the value of these benefits. The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, offers a competitive benefit package, and has free employee parking. The Communications Officer will: • Implement a communication plan in support of the Supplemental Retirement Plans, as well as the communication plan for the NC ABLE Program. • Develop communications messaging and collateral materials that align with the established RSD and DST strategic plan, program goals, objectives and the centralized communication strategy of the department. • Speak to a statewide audience of more than 275,000 members and 1,300 employers, as well as a wide variety of stakeholder groups. All forms of data, metrics, targeted communication and presentations must be considered in the plan's strategy to leverage the overall effectiveness of the communication plan. • Collaborate extensively with external vendors to implement components of the communication plan and seek out opportunities for improving member understanding of and participation in these plans. • Interact with advocacy groups in support of the NC ABLE Program giving presentations and webinars to promote the program. • Report to the Communication Manager and have a dotted line of accountability to the Deputy Director, Supplemental Plans. • Some travel and work on nights or weekends may be required. • Considerable knowledge of journalistic principles and practices • Considerable knowledge of the techniques for disseminating information to the public through a variety of media • Considerable knowledge of the methods and techniques of planning, writing and editing documents • Extensive collaborative and communication skills • Extensive influencing skills and abilities • Strong relationship-building skills • Proven track record of editing and analyzing informational material for pertinent facts and conflicting information • Experience converting strategic concepts and objectives into work plans and tactical initiatives • Demonstrated ability to establish and maintain effective working relationships with representatives of the press, radio, television and other persons contacted in the course of work • Proven ability to analyze complex topics into easy-to-understand messages • Strong public speaking/presentation skills • Experience establishing and maintain effective relationships with both internal partners and external stakeholder groups and vendors • Knowledge of advertising/marketing principles and techniques • Knowledge of supplemental retirement plans Bachelor's degree in communications, public relations, public affairs, media journalism, English, or a related field from an appropriately accredited institution and two years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience.
