Washington County's Office of Community Development is currently hiring for a Housing and Community Development Specialist to perform professional level administration and project coordination of federal and state allocations/awards under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program, and Emergency Solutions Grants (ESG) programs.
This role is responsible for coordinating the Request for Proposals (RFPs) and application activities for the Office of Community Development; evaluating proposals; developing procedures; conducting project specific technical work (including but not limited to environmental review and Davis-Bacon prevailing wage compliance) and financial analysis; overseeing and monitoring contracts with subgrantees/subrecipients; providing technical assistance; and promoting partnerships and citizen participation. The successful candidate will have the ability to work independently and be able to effectively manage a large and varied caseload of projects and responsibilities. This position also requires strong written and verbal communication skills; the ability to identify challenges and offer realistic solutions; analyze and manipulate data; and be able to work responsively with multiple internal and external partners. Duties may include: • Serves as a project leader, coordinating a specific program or functional area, including developing, monitoring, and overseeing the HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG), and/or Emergency Solutions Grants (ESG) projects from conception and contracting through development and the affordability period. • Coordinates the preparation of CDBG, HOME, and ESG applications and other required plans and reports. • Staffs program coordinating committees; designs application packets and related materials; and conducts workshops for potential participants. • Plans, coordinates, monitors, and prepares reports for funding agencies on the progress of grant-funded projects. • Conducts comprehensive analyses, technical investigations, and research on planning related issues, including the Consolidated Plan and Fair Housing Plan processes. • Prepares and presents oral and written reports, including recommendations and technical supporting material to the program manager, boards, city councils, and other policy and/or decision-making bodies. • Acts as a technical advisor to sub-grantees/sub-recipients and as liaison to other governmental agencies concerned with community development or housing activities. • Provides information and assistance to members of the public. • Executes and/or monitors federal contract compliance procedures, including conducting environmental reviews, reviewing bid documents, scheduling and/or attending pre-construction conferences, conducting on-site monitoring, etc. Education and Experience: A typical way to obtain the knowledge and abilities would be: • A Bachelor's Degree in Community Development, Urban Planning or Public Administration; OR • An Associate's Degree in Community Development, Urban Planning or Public Administration AND Two (2) years of prior work experience in community development and housing program administration, development, evaluation, or coordination; OR • Four (4) years of prior work experience in community development and housing program administration, development, evaluation, or coordination.
