Central San, a progressive public utility, is seeking to fill a Human Resources Analyst position. This position will be responsible for assisting in planning, organizing, and coordinating one or more functional areas within the Human Resources Division. This position's main responsibility will be administering and coordinating District Benefits which includes medical, dental, life and other ancillary insurance/benefit
programs, disability programs, and Section 125 plans. Typical duties include, but are not limited to: • Conducts all communication to employees regarding District health and welfare benefit plans. • Administers the District's annual open enrollment as well as managing Qualifying Event changes throughout the plan year. • Ensures that all benefit programs comply with all applicable laws and regulations and implements or revises District policies due to any changes in regulations. • Act as primary liaison between the District and health plan representatives and third-party administrators. • Conducts and participates in benefit surveys/studies. • Analyzes and evaluates the usage, services, coverage, plan experience, and trends in benefits programs to be able to provide sound and effective recommendations regarding program enhancements and/or cost control. • Coordinates the District's Wellness Programs in conjunction with the Wellness Program Committee. • Manages Employee LOA's for all employees including administering FMLA, PDL, ADA, etc. to ensure compliance with all pertinent regulations and District policies and procedures. • Assists HR Manager with various ad/hoc projects.For a complete job description, click here. A typical way to obtain the knowledge and abilities would be: Experience: Three years of general human resources administration experience. Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in human resources administration, business administration, public administration, or a closely related field. Substitution for Education: Four years of additional qualifying experience as noted above may be substituted for the bachelor's degree. Licenses and Certificates Possession of a valid California Driver's License. A valid out-of-state license will be accepted during the application process. Must possess a valid California Driver's License within 30 days of employment. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.
