THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a POLICE OFFICER, Position Description Number D2155000 and is part of the PA 193rd Special Operations Wing, National Guard. INDEFINITE WILL WORK SHIFT WORK 1 or more Position(s) may be hired against this Announcement APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.
There is no educational substitute for this positionAs a Police Officer, GS-0083-06, you will perform and enforce the full range of security forces duties within the military installation. Serve as a Security Forces Dispatcher for the installation. Perform the full range of Base Entry Controller and commercial vehicle inspection duties. Perform the full range of duties for defending protection level resources (Patrol, Security Response Team (I-SRT & E-SRT). Perform other duties as assigned. AREA OF CONSIDERATION: Bargaining Position Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air) Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air) Category 5: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. Category 6: Individuals with Prior Service or No Prior Service who are willing to become members of the Pennsylvania National Guard. INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Supervisor for this position is Capt Widmeyer Manpower # 1045995 • NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All GS-0083 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Understanding of the basic principles and concepts of military security forces functions, laws, policies, regulations, rules, procedures, and methods. Also, have general experience performing functions such as weapon systems and resource security, air base defense, law enforcement; and, if applicable for the position, experience in handling military working dog functions or combat arms functions. SPECIALIZED EXPERIENCE: Application must indicate at least 9 months experience in performing practical security force (SF) activities in direct support of the military weapon systems and physical security; law and order; or area security operations. Work experiences are in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations. Experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. Experiences in responding to disaster and relief operations and participates in contingencies KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. • Knowledge of the full range of security forces, and police and law enforcement services which requires considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses. • Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, Air Force instructions, state, and local laws to perform tasks including, but not limited to, pursuing and apprehending persons fleeing a crime scene; performing dispatcher duties involving passing of directions and information to officers on posting assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; and detaining witnesses and suspects. • Knowledge of investigative techniques to adequately handle complaints and incidents which may entail performing initial investigative actions prior to transferring situation authority to other investigators. • Knowledge of security and security forces requirements, procedures, and tactics to support installation physical security and contingency operations. • Knowledge of firearms and tactics utilized in emergency situations. • Knowledge of alarm and electronic monitoring system operations and how to interpret signals and other outputs. • Knowledge of emergency services, tactics, and procedures to include, weapons and chemical agents, negotiations, building layouts, terrorist threats and counter terrorism methods, search and rescue techniques, crowd and demonstration control, etc. • Ability to use firearms in emergency situations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
