Perform complex analysis and professional level accounting duties related to the coordination and supervision of various accounting and budgeting functions. Maintain accuracy of the general and subsidiary ledgers. Provide expertise relating to the City's financial software system. Assist in the preparation of the Comprehensive Annual Financial Report and the annual budget. DISTINGUISHING CHARACTERISTICS This is the lead position in the Accountant classification able to provide work direction while performing all duties with little supervision. Qualifications & Testing Information Applicants must possess the following minimum qualifications to continue in the recruitment process: Education And Experience Bachelor's Degree in accounting, economics, business, public administration or a closely related field and four (4) years of professional accounting, budgeting, analysis and administrative experience in a public agency setting. A Master's Degree in accounting, economics, business, public administration or a closely related field and two (2) years of professional accounting, budgeting, analysis, and administrative experience in a public agency setting is equivalent to the above requirement. Licenses And Certificates Specified positions may require possession and maintenance of the equivalent to a valid Nevada Class C driver's license within thirty (30) days of hire. Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) is preferred. Must possess and maintain Incident Command System (ICS) 100/200 within six (6) months of hire and ICS 300 as soon as available. Civil Service Testing This is an appointed non-classified position. There is no Civil Service testing for this position. The questions at the end of this job posting will be used by the hiring manager to decide who will be interviewed. It is, therefore, to the candidates' best interest to answer each question thoroughly. Example of Essential Duties Perform complex and difficult accounting functions in the maintenance of general and subsidiary ledgers. Analyze accounts, develop statistics, prepare financial statements and report and advise management on financial activities and conditions. Analyze new legislation proposed and its impact on city operations. Analyze new GASB pronouncements including fiscal impacts to the City. Research and implement federal, state and local government policies and legal requirements to complete assignments. Manage and maintain ERP system functionality to assure system performs properly and external systems interface accurately. May plan, organize, assign, review and evaluate the work of staff directly or through subordinate supervisors as necessary. May supervise clerical, technical and professional personnel engaged in accounting and budgeting activities. Interpret city policies and procedures to employees. Assist with the selection of staff and provide for their training and professional development. Lead efforts between city departments to track the physical location, condition, financial information and maintenance history of city infrastructure and other assets. Assists in the creation and management of the Capital Improvement Plan (CIP). Analyze internal control structure and financial transaction procedures and makes improvement recommendations. Acts as staff liaison for the external audit process. Assist with the preparation of the CAFR as well as the annual budget. Acts as staff liaison for other federal or state audits as required. Analyze records of past and present operations, trends and costs, estimated and realized revenue, administrative commitments, and obligations incurred. Provide professional financial expertise and analysis to city departments. Act as staff liaison for inter-departmental financial budget and analytical needs. Recognize problems with the City's financial and timekeeping software and address issues. Coordinate and ensure accurate accounting and reporting of the City's grants. May oversee the accounting and budgeting requirements of the City's sewer utility, treatment plant and other enterprise and internal service funds, as well as, the City's Redevelopment Agency. Review supervisory or managerial budget submission, evaluate such requests and confer with departmental staff regarding requests and justifications. Perform other duties which may be assigned. Knowledge, Skills And Abilities • Principles, practices and terminology of budgeting and general and governmental accounting • Principles and practices of data processing related to the processing of financial transactions • Applicable laws regulating public agency accounting and fiscal operations • Verify the accuracy of financial data and information • Ensure proper authorization and documentation for disbursements and other transactions • Analyze, post, balance and reconcile financial data ledgers and accounts • Review and interpret financial reports, transactions and legal documents • Principles and practices of emergency management • Prepare clear, concise and complete financial reports and statements • Make sound independent judgments within established guidelines • Train others in work procedures • Computer applications and software related to the work including Microsoft Office • Establish and maintain effective relationships with those contacted during work Physical Demands Requires ability to work in a typical office setting and use standard office equipment.
