About This Agency The Transportation Portfolio Management Division (TPMD) is part of the Office of Board Authorized Finance. The Vice President (VP), TPMD reports directly to the SVP of Board Authorized Finance.
Learn more about this agency Responsibilities The incumbent has responsibility for assisting the SVP in formulating policy, and for the management of all activities related to administering the asset protection activities of the Export-Import Bank (EXIM) of the United States. The TPMD is responsible for all post-authorization asset management functions for all Bank transportation export financing projects. Responsibilities include: credit amendments, credit monitoring, pre-claim restructuring, claim payment, post-claim restructuring and recoveries, and portfolio monitoring. The portfolio represents highly structured asset-backed aircraft financing, but can also involve aircraft operating lessors, asset-backed locomotive and other rail transactions, and transportation related transactions with sovereign, public non-sovereign and corporate borrowers. At the full performance level, duties include, but are not limited to: • Possesses sophisticated financial, technical, legal, and industry expertise, including in-depth knowledge of the airline, aircraft manufacturing, and aircraft leasing industries. • Fosters and maintains excellent working relationships within EXIM Bank and with external stakeholders. • Supervises and directs the activities of all employees of the Division; exercises responsibility for training new personnel; selects, promotes, or disciplines employees, establishes and evaluates employee performance, adjust priorities, prepares schedules/timeframes for completion, approves leave, and for the smooth administration of the Division. • Leads controversial and highly complex consultations, discussions and negotiations with borrowers, lenders, exporters, other external parties and stakeholders. Involvement occurs during the processing of finance applications, during the underwriting stage, in negotiations and documentation, and/or for managing transactions in the operative (disbursing) stage. • Oversees all post-authorization asset management functions for EXIM Bank transportation sector transactions. • Manages EXIM Bank's impaired credits. • Assures all staff are fully aware of and qualitatively applying policies and procedures with respect to EXIM Bank credit underwriting, asset management, claims processing and asset recovery operations. • Exercises delegated authority, as applicable, according to EXIM Bank policy. • Supervises the preparation of briefings and reports for senior management. OR • Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. Specialized experience includes: • Experience leading a staff including planning, directing, reviewing, and monitoring their work • Experience managing a large transportation related portfolio, to include the ability to manage multiple international credits and lead negotiations with restructuring agreements • Experience with transactions, to include the underwriting, documentation, and managing/monitoring of individual transaction • Experience working with high level officials within and outside the U.S. Government, to include: international leaders, U.S. transportation companies, other export agencies and/or Government agencies to include the Departments of Commerce, State and Treasury Education cannot be substituted for experience at the GS-15 grade level.
