1300 Pennsylvania Ave., NW., Washington, DC, in the **Bureau for Policy, Planning and Learning, Office of Policy,** at the **U.S. Agency for International Development (USAID).** Learn more about this agency ### Responsibilities The incumbent will serve as an expert and coordinator in providing intellectual leadership and focus and will serve as an Agency senior economist, serving as an advisor on economic aspects of policy development and provide support to the Agency Chief Economist. The incumbent will initiate dialogue, generate policy recommendations, conduct analysis of the economic impact of Agency policies and policy proposals, and initiate research to designpolicies to support sustainable development. As a **Senior Economist**, your duties will include the following: • Analyze policy proposals, policy development process, programs and implementation from an economic perspective. • Establish and maintain effective working relationship with senior officials within the Agency, International aid organizations, legislative and executive agencies and congressional staff. • Develop and provide expert economic analysis to Bureau on key sectoral, thematic or cross-cutting policy issues. • Ensure quality economic policy analysis and represent the Agency in Interagency and International forums. • Make recommendations based on analysis, and guides planning and implementation of new or existing Agency policy. • Assess effectiveness of USAID programs by conducting policy research and economic analysis using a range of methodologies and sound reasoning, distinguishing between relevant and irrelevant information, to develop informed analysis and policy recommendations. ### Travel Required Not required ##### Supervisory status No ##### Promotion Potential 15 - The full performance level of this position is GS-15 • #### Job family (Series) 0110 Economist #### Similar jobs • Economists • Policy Advisor • Requirements Help ## Requirements ### Conditions of Employment • United States Citizenship is required. • Relevant experience (see Qualifications below). • Must be able to obtain and maintain a security clearance. • Time in grade must be met by the closing date of the vacancy announcement. • Males born after 12/31/1959, must be registered with the Selective Service. • Most recent SF-50 showing tenure code "1" or "2" (see Required Documents). To meet these requirements, you must have served at least 52 weeks at the next lower grade level (or equivalent) of the position advertised in this vacancy announcement. ### Qualifications • *GS-15:** You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the **GS-14** grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) ability to develop and apply economic techniques and methodologies to develop new economic guidelines; (b) ability to write policies and standards for agency-wide economic programs and activities; and the ability to deal tactfully and convincingly with others regarding the coordination of policies and procedures; and (c) ability to plan, organize, and carry out studies involving the economic analysis of major agency programs of national scope and impact. Participates in the development and documentation of long- and short-range planning efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
